If you don't mind only using the viewfinder, I have a fairly decent Kodak you can have FOR FREE. (the lcd screen is broken on it, so you have to use the view finder).
first of all, are you looking at point and shoot or DSLR? and define cheap-- a good point and shoot can be purchased for around $150-$200. a DSLR can vary in price, but right now my Canon Rebel T1i is on Canon's site for $750 (amazon would have it cheaper).
as far as brand goes, stick with either Canon or Nikon. my mom has an awesome little Nikon point and shoot, and i had a great Canon point and shoot (until i dropped it in water). Amy uses a Nikon, and like I said, I've got a Canon and love it soo. . . yeah.
and by good point and shoot (because i know that price range looks expensive), I mean the pictures are as good quality as some DSLRs. check best buy, wal-mart, target, etc. on Black Friday if you've got the money-- they ALWAYS have great deals on cameras.
Like Anna says, it depends on what you want. Do you just want to have a cheap point and shoot on hand? You would probably be happy with something like Kodak. If you want a nice point and shoot, definitely Canon, or maybe Panasonic. But if you're thinking of starting a hobby, then that's different. Like Anna said, definitely go with Canon or Nikon for that. I think Canon might sell cheaper lenses or stuff, which I found out after the fact for me. Let me know if you have more specific questions!
